AMC vs Comprehensive O&M vs Operator Deployment: Which One Does Your Plant Need?

The difference is how much of the plant you hand over. An AMC covers maintenance for a plant your own staff operate. Operator deployment puts trained operators on your site while you keep maintenance and spares. Comprehensive O&M hands over the whole plant: operators, maintenance, chemicals, lab testing, sludge handling and compliance records.

What is the difference between an AMC, comprehensive O&M and operator deployment?

An Annual Maintenance Contract (AMC) gives you scheduled preventive maintenance visits, corrective repairs and compliance documentation, while your own staff run the plant day to day. Comprehensive operation and maintenance (O&M) means the contractor runs the plant end to end. Operator deployment places qualified operators on your site under the contractor's supervision, with daily logs and escalation to engineers.

All three apply to STPs, ETPs, WTPs, RO and UF plants and ZLD systems, and to plants built by any supplier. Navbharat Water offers all three for plants from 10 KLD to 10 MLD.

When is an AMC enough?

An AMC is enough when you already have trained, reliable staff who run the plant every day and keep the logs, and you only need expert maintenance and repairs. It suits owners who want guaranteed uptime and compliance documentation for a fixed yearly cost. The AMC on our service models page covers scheduled preventive maintenance, emergency corrective response within 24 hours, spare parts and annual SPCB compliance documentation.

The risk with an AMC is the gap between visits. If your operator leaves, falls ill or skips the checks, the plant can drift for weeks before the next visit finds it. If that has happened before, an AMC alone is probably not enough.

When should you choose comprehensive O&M?

Choose comprehensive O&M when you do not want to employ or train plant staff at all, when the plant has failed inspections or lab tests before, or when compliance records keep going missing. The contractor takes responsibility for operators on every shift, preventive and breakdown maintenance, chemicals and consumables, routine lab testing, sludge handling and the records your consent requires.

It suits hotels, hospitals, housing societies and commercial buildings where the plant is not the core business, and factories whose EHS team does not want the operating load. For housing societies, see what an STP O&M contract should cover.

When does operator deployment make sense?

Operator deployment makes sense when you already manage maintenance and spares in-house, for example through a plant engineering team, but struggle to keep reliable, trained operators on every shift. The contractor supplies and supervises the operators, who keep daily logs, check parameters and escalate problems to the contractor's engineers.

How is each option priced?

An AMC is usually a fixed yearly cost. Comprehensive O&M is priced either as a fixed monthly fee or as a rate per kilolitre treated. A fixed monthly fee suits plants with steady flows, such as hotel or hospital STPs; a per-kilolitre rate suits plants whose flow varies with production. Navbharat Water quotes after a site audit rather than from a rate card.

The quote depends on plant type and capacity, technology, number of shifts, whether chemicals, consumables and spares are included, sludge disposal distance and the condition of the plant after rectification. When comparing quotes, compare the same scope: an O&M fee that includes chemicals and lab tests is not comparable with an AMC fee that does not.

If the plant needs expansion or replacement rather than better running, a service model may fit better. Under BOOT, Navbharat Water finances, builds and operates the plant for an agreed term; see the BOOT model explained.

Where does remote monitoring fit?

Remote monitoring works with all three options. AquaVigil streams flow, outlet quality, dissolved oxygen and equipment status to a dashboard and sends alerts on WhatsApp, so problems between visits are caught early. With an AMC it covers the gap between visits; with O&M it lets the owner check performance without waiting for the monthly report. The Operate tier is bundled with AMC or O&M and adds a daily engineer review of your plant.

Not sure which option fits? A free plant health audit gives you a written report on the plant's condition, which is the right starting point for any of the three. See AMC and O&M.

Frequently asked questions

Which is cheaper: an AMC or comprehensive O&M?

An AMC usually has a lower contract value, because your own staff run the plant and you pay their salaries separately. Comprehensive O&M includes operators, chemicals, lab testing and sludge handling, so compare it with the full cost of running the plant yourself, not with the AMC fee alone.

Can we start with an AMC and move to full O&M later?

Yes. Many owners start with an AMC or operator deployment and move to comprehensive O&M when staffing or compliance becomes difficult. The scope can be changed at renewal.

Do all three options work for plants built by other companies?

Yes. Navbharat Water applies all three to STPs, ETPs, WTPs, RO and UF plants and ZLD systems of any make, from 10 KLD to 10 MLD. Plants built by other suppliers are audited and rectified before handover.

How fast is breakdown response under an AMC?

The AMC described on the Navbharat Water service models page commits to emergency corrective response within 24 hours. Response times for every contract are written into the contract.

Is O&M the same as BOOT?

No. Under O&M you own the plant and pay Navbharat Water to run it. Under BOOT, Navbharat Water finances, builds, owns and operates the plant for an agreed term of 10 to 20 years, typically 12 to 15, before transferring it to you.
